Apparently, even when his ethical deficiencies are explained to him, Filner is incapable of recognizing corruption within himself. The San Diego Union-Tribune reported on two such incidences.
First, misuse of campaign funds: Filner funneled $550,000 into his own pocket by paying his wife to work on his campaign.
Second, paybacks: Filner arranged a lucrative taxpayer financed water treatment project for Bajagua after receipt of $66,000 in campaign donations. He defended the taxpayer money transfer by saying that "Bajagua was the only company capable of doing the job" knowing and later admitting that Bajagua would have to subcontract out over 90% of the job.
