According to Bloomberg report Shelby earmarked $50 million of taxpayer funds over 10yrs for COLSA, a company owned by Francisco J Collazo who donated $400,000 to Shelby.
According to the Seattle Times, Colsa was certainly not the only example of this behavior. Shelby earmarked $1.6 Million taxpayer dollars for both Sikorsky and Scientific Research Corp after receiving $4000 in donations from each. Neither company is even in Alabama.
